Depends. The Steelset is unnecessary weight IMO. I would only use it if I ovalized my head tube. If weight isn't an issue, Steel is for real.

be warned. there is a major issuue with the steelset. if you headtube isnt faced 1" deep as most arent it will be very tight or nay not fit at all.

You gotta ream it, any frame you have. Just to make sure everything is smooth. Even if you have a straight shot head tube, I would still ream it and face it to make sure everything is legit.

steel set is sweet if you are worried about ovalizing your frame but one of the best things about kings is how they out last your frame, with a steel set you cant get it out to put on your next bike
unless you have a problem with ovalizing extremly strong frames go with the normal one, you will be happy.

PARK makes a 1" deep reamer. We have one at one of our stores (Tenley Town and I think our Rockville store).

dont you have to cut steelsets out usually, if u wanted to sell the frame u would have to sell it with the headset but maybe i am wrong.

The steelset is nice, for sure. But its a little overkill IMO. The standard king is a great headset, but I would be a little conserned of the depth of the cups.. If I had the money I would buy a steelset, but since I dont my FSA Pig is great, cheap to, just make sure you get a silver one.
