2009 UCI Rule Changes
From Dirt:
The rule changes in full for 2009 look like this: 2009 UCI MTB World Regulations The new rules or modifications to the 2009 UCI Mountain Bike regulations have been approved by the UCI Management Committee. The 2009 UCI MTB regulations will be published on the UCI website from December. The most important changes are listed below: UCI MTB World Cup: World Cup Participation: will basically remain the same as last year except that riders belonging to a UCI MTB Team will need the 20 UCI points as well to participate at UCI MTB World Cup. World Cup Registration: will remain the same as last year. It will be through the online registration system. World Cup - Lates Entries: - the rule concerning the late entries from national federations has not changed, will remains 300CHF per riders - Late entries from UCI MTB teams: a fine of CHF 300 for the first rider and where more than one rider is involved, a total fine of CHF 500 shall be paid. World Cup - Junior Cross-country from 2009: For the XCO juniors events, the "20 UCI points" rule does not apply. All riders in cross-country Juniors World Cup events must wear national team clothing. Each national federation may enter 6 riders per category (men and women). The national federation of the organising country may register two national teams of 6 riders (A and B teams) for both men and women. Only national federations can enter junior riders using the UCI's on-line registration system. There is no individual cross country general classification for juniors. World Cup |

I looked earlier this year at the protection rule when this TLD pants trend started and only saw it as "recommended" I remember talking to GJ at the Rat Race and he said it was in fact a rule.
If it's only a recommendation, they were enforcing it as a rule at selected races this year. |

Big one is the closing of the trade teams into World Cups without UCI points. If you read the new Decline this was the whole reason for the first Decline Team America. Register a UCI Trade Team so guys could get to a World Cup event without the points because there are no UCI points races in the US.

I think I read that in Quebec there is a stipulation about how much skin could be shown, so guys wearing shorts were putting tape below their knee/shin pads. Like some sort of a local by-law to the rules. Maybe some east coasters could confirm this. Just what I read somewhere on the net. These rules don't mean you need your TLD kit at the local races...but you will look fast. |

When I was in MSA for nationals no skin could be exposed, luckily I had my moto kit! They were saying it was only a recommendation from UCI but were enforcing it and not letting anyone through the start gate if they had skin showing.

How do you enforce a rule that is not a rule?

Wow. So this whole skinsuit debate that was going on (With the rule that every rider had to wear one when blasting down Ft. WIlliam for example at the World's...) is obsolete...
