Most deaths in fires are caused by smoke inhalation. It's for breathing while the fire dept arrive. It's ingenious, effective, cheap to manufacture, and totally unsellable.

I think I'd rather breath smoke, use the old wet towel over face method.. Afterall I don't think that snorkel would work too well all clogged up with puke..
