I've got a old blue z3 that's really banged up paint wise, so I'm thinking of stripping it and painting it black. Can anyone recommend a good paint that works well on forks and any general info on the whole procedure.

regular paint chips easy... go with powder coating if you can i'd suggest

You can't powdercoat magnesium.

Anyways, Bumper paint is really strong. It comes in flat black. Sand it, prime it, wet sand the primer with some 1200, spray color, wet sand, spray color, wet sand, spray color, wet sand, spray clear, wet sand, spray a final coat of clear and wet sand once again

your only wise choice is get it airbrushed. It will cost more the the fork however. Ive had a fork airbrushed and it turned out pimp.

just lightly sand the thing and use tremclad. 3 coats and u should be ok. it won't win an award but it'll look better than your beat up lowers as it stands.
