I have a 2005 888 rc 200mm, on a small 04 norco team north shore. I was looking at getting the 888 flat crowns to lower my standover.
I was wondering why I need the upper and lower crowns, can't I just buy the lower crown alone, or do I need both. I am not worried about where my handlebar height is.

you can do it..... i'm doing it because i don't like how the upper flat crown would have to clamp on the very top of my 888. so i use the lower flat crown, and upper drop.
works just fine if you wanna do it.

just make sure your upper crown is still within the 'clamping' area (ie the obvious thicker section). If its not, just put in a headset spacer between the headset and upper crown.
It'll also steepen your headtube angle and slightly shorten you wheelbase

It made a world of difference on my VP-Free - I'd highly recommend it.
