ALPINE RECREATIONAL STRATEGIC STUDY



The Alpine Recreational Strategic Study report is scheduled for the Council meeting on Monday, October 17, which starts at 7:00 p.m at the Municipal Hall Council Chambers, 355 West Queens Road. This report will make recommendations for setting policy affecting the future of Mountain Biking on Mt Fromme and the rest of the District. The Council Agenda and report will be on the District Web Site on Thursday, October 13 for review ( www.dnv.org under Council Agenda).



Susan Rogers, DNV Parks Planner has invited those who wish to address Council have 2 minutes to do so, and can come to the Hall at 6:30 to sign up before the October 17th Council meeting. This is the last opportunity to address council prior to the Nov 19th election. The NSMBA recommends those interested to come out to support or debate the recommendations of the study. We'll let you know more once the report is available for review on October 13th.



The District of North Vancouver's website on this study is at http://www.dnv.org/article.asp?a=2365Please monitor this site for further announcements. Apparently staff will be presenting a report before council in October. We will do our best to alert you as to how you can contribute.

Nothing committal, just a framework for the District to move forward and manage the forested mountainsides with an emphesis on Fromme. Mountainbiking will become regulated inthe District - as we all knew was inevitable. Devil will be in the details of how it is applied. It can go either way.

Of interest is Attachment 5 "Implementation Framework and Work Plan for 2006/2007. The results of these initiatives will be key. This is why voting in the right Mayor candidate is important as it's the Mayor that provides interpretation of council's direction to the staff.

According to the report the District has spent $312K on Fromme already since 2003 and another $173K scheduled for next year. But still little has been done to enhance the area to any degree as most of this is behind the scenes planning and parking issues. It would be amazing to see how much could get done with $500K by a not-for-profit like the NSMBA. Such is life with government -we've created an expensive world.

What will be most interesting is how the councillor will position themselves on the topic given the upcoming election. I expect a lot of fence-sitters.

My recommendation is that everyone show up to the Monday council meeting to show that the community is watching. Where your NSMB or NSMBA shirt to let them know why you are there.

Dear Members of the Upper Lynn Valley Residents Association,



The ULRA was recently formed so residents had a voice in the Alpine Recreational Strategic Study. The District of North Vancouver is making the Alpine Recreational Strategic Study Report available on their website http://www.dnv.org/article.asp?a=2365 on Thursday October 13, 2005. Please go to the website and review the report.

The DNV staff will report their recommendations to the Mayor and Council on Monday October 17, 2005 at the regularly scheduled council meeting.

We all have an opportunity to be heard. We have not been given much time to respond.


We encourage you to review the report and provide your comments to us as soon as possible. There are only a few days between the release of the report on Thursday and the Council meeting on Monday. We will make an effort to compile your feedback into our response to the study prior to the council meeting and make a presentation on behalf of the ULRA . It is our intention to represent all our members views Please email your comments to ulra@telus.net.

I just discovered from looking here http://www.district.north-van.bc.ca/article.asp?a=2916&c=235 that I live within the URLA catchment area. I'll be sure to write a letter to Ms. Craver and ensure that she lives up to her vow to represent all URLA members' views :-).

Great Idea Bean, as should everyone who lives up there!
If you're thinking of joining it's only $5 per household a year. The two attached PDFs are their membership brochure. You have to live within their catchment area (map in one of the PDFs).

If you do join, remember that we're not crashing their organisation to wreck it, just making sure it properly represents all the residents in the area and not just the anti-biking crowd it seems to have attracted to date.

Wow - so Monica has created an association to compete with NSMBA. She really hates mtn bikers on "her" mountain.

The boundaries created were arbitrary and not associated with what has been defined by the district as the boundary for Upper Lynn Valley.

Bean - it will be interesting, if you join, to read what their agenda(s) are, what they've discussed, why they came together etc. I'm just outside their boundaries (i.e. across the street literally) so I can't join but I'm keen to see their goals.

Actually Monica spoke to me once when I came out of the frog park recently. She was asking if a man went into the park with a pail of leaves. Seems she's the community watchdog.

I'll let you know what I find out. I can't say for certain that ULRA exists solely as a counter to NSMBA, but they do seem to be very Fromme useage centric. I suspect the boundaries were chosen to include areas that would be most effected by Fromme. In my own mind Upper Lynn would start above Lynn Valley Rd, not Dempsey. A little gerrymandering to get the point of view they are after I suppose.

As for Monica, if you're curious do a little googling... its interesting.
