If you know the basics already, there's only a few things I can think of. First, there might not be a big enough of a height difference between the topcap and the fork steerer so that the fork doesnt have enough room to be pulled up. Instead of being pulled up all the way, the steerer just hits the topcap and cant go any further leaving your fork loose. Its happened to me a few times. The only other thing I can think of would be an unproperly seated crown race. If the steertube is cut right and the crown race is seated then I cant think of anything else. Just loosen everything up, tighten topcap snug, then tighten stem. Hope that helps.

make sure u have the steeerer tube cut to the correct length...

perhaps ur running out headset spacers beofre the fork is properly tensioned...

also make sure u got the bearings races in/on correctly...

You want your steertube to be about 2mm below the top of the top spacer. If its flush, youll get bad adjustment.

more than 2mm

Dude. You did it horribly wrong last time, so at least this time you're asking for advice.

Get spacers. That's your problem. Look at the system and how it's supposed to work. Understand the headset/fork/SPACERS/steertube area before you try to work on it. If the top cap is touching the steertube, see how the tension in the bolt does absolutely nothing.

Look and understand; THEN work.

Yup, spacer between the top cap and the top crown is what I used to make sure it could get tight enough. remember that it is normal for the headset to come loose for the first little bit as everything settles in.

measure twice, cut once.

One more thing: sometimes with sealed headsets, you have to tap down on them to seat them - use a mallet - prior to doing up the top cap.

Its got to be a lot bigger than 2mm. More like 3/8".

The topcap should only be snug. A soon as you feel a lot of resistance...stop...then tighten stem. If you're doing this right....then something is wrong with the way the bearings or race is seated.
