I will use this thread to post any information on public meetings regarding the LSCR or District of North Vancouver.

Keep an eye out here for important dates on the Alpine Recreational Study and LSCR Stewardship Forum.

The Final Preferred Option for Mountain View Park was accepted at the council meeting last Monday. A single multi-use trail will be built to direct users through sensitive areas. There was a suggestion for a second Mountain Bike Only route to be built by Volunteers which will be reviewed in the next month or so.

The Alpine Recreational Strategic Study will be starting this month.
We are currently involved in initial focus groups. Keep an eye out at this link;

The LSCR Stewardship Forum is continuing. There will be a meeting this Wednesday March 31st.

Presentation from 6:30-9:00 at the Holiday Inn on 700 Lillooet Rd.
FYI, Neds and CBC are in the LSCR.

Anyone interested in what is happening in the LSCR should check it out.

14 People attended the meeting. All shared similar concerns for the trails,
the area and a resolution to the perceived conflicts. The issues were put
before us and we were asked to identify the ones most important to us.

First the Issues:


1. Environmental
-Degradation
-Erosion
-Tree, vegetative damage
-Info on Inventory (flora and fauna)
-Fire Hazard

2. Recreational
-Planning and Framework
-users accessing the alpine area
-Neighborhood, community concerns
-Parking and staging issues
-Park Infrastructure/ facilities
-Data on trail use
-Increased number of trail users
-User conflicts
-Commercial uses
-Dog Walkers

3. Mountain Bike Issues
-Unregulated and unmanaged use of informal mountain bike trails
-Access at upper Mt. Hwy - gate management
-Standards for trail and structure construction
-Unauthorized trail and structure construction
-Increased number of riders on Fromme
-Trail etiquette

4. Operational Maintenance Issues
-Unauthorized trail/structure construction
-NS-SAR - access to injured riders, taxing of resources
-DNV resources available to manage area
-Risk Management / liability
-Public Info/signs

We identified our top concerns;

1. Erosion of Soils - Trail Maintenance
2. Staging and Parking area - Facilities, Planning and Framework of Alpine Area
3. Preserve Unique Nature of North Shore - our standards, DNV Level of tolerance.
4. DNV Funding - funding for soccer fields, skateboard parks, but not trails???

Workshop on April 7th at Carson Graham School from 6-10 will discuss these
issues and possible solutions.

The Lower Seymour Conservation Reserve (LSCR) in North Vancouver integrates multiple uses and interests, including regional water supply, recreational and educational opportunities, and ecological conservation.

Ongoing public participation through forums is an important aspect of the
GVRD’s plan to manage the LSCR. At this 6th forum, the GVRD will provide
updates and welcome feedback on:

LSCR Management Plan
• 2006 activities
• mountain bike guidelines (YES - MANY XC and SEYMOUR DH TRAILS ARE IN THE LSCR!)
• Watershed Keepers Education Program.

Seymour-Capilano Water Utility Projects
• water treatment plant residuals management
• Seymour Falls Dam restoration plan
• Seymour Water Main No. 5
• restoration of the filtration plant site
• ongoing filtration project construction in and near the LSCR, and at Capilano
River Regional Park.

West Van council called for a society to assist with the Old Growth Conservancy on Cypress, immediately above the proposed mtb trail area which includes Blind Skier. There's a meeting Wed, Nov 15 to seek public input.

As mountain bikers, it's up to us to make sure council hears our side and not just the voices of those opposed to mountain biking on Cypress. Last time there were so many anti-mtb comments it felt like I was wearing a shirt with a big red bullseye on it. While it shouldn't be as bad this time, a strong turn-out would level the playing field. Please bring yourself and as many pro-biking bodies as possible.

Also, please consider working with this society. They would appreciate having more mtn bikers as members and can help us get sanctioned mtb trails on Cypress.

Subject: Old Growth Conservancy Society Information Meeting

Hello everyone,

I'm very pleased to announce that a draft Constitution and Bylaws has been completed for a Society whose purpose will be to help with the protection and management of the Old Growth Conservancy. As you may recall, West Vancouver Council approved the "Strategy for Protection" for the Conservancy in June 2006, and an important role for this group will be to assist with the implementation of recommendations in the Strategy.

The draft Constitution and Bylaws for the "Old Growth Conservancy Society" - the proposed name for the Society - was prepared by the working group that stepped forward to undertake this task at the June 27 Conservancy meeting at the West Vancouver Memorial Library. Because of your long-standing interest in the Conservancy, you are invited to a meeting to review this draft Constitution, ask questions and help lay out the next steps toward the formalization of the new Society. The primary focus of this important meeting will be to review the process to date and to present the draft Constitution. As the Bylaw portion is long and most of the wording is required by the Province, discussion of the bylaws will focus on what has been crafted specifically for the Old Growth Conservancy Society.
