Collage (Not College) Making Programs???

I wanna make a collage (a picture made up of a whole bunch of other small pictures put together), but i dont know what program to use. Can anyone help me out?

paint or photoshop for corel draw but paint is the easiest to use plus everyone has it

paint if you got the time, just open it up twice and cut and paste.
