I believe my fairly new Shiver SC (2002) has a creaking noise coming from it, but I cannot figure out what it is. At first I thought that the headset was causing the problem, but I have installed a new one and the problem remains.

Here is a quick video of the noise (you may have to turn your speakers up quite a bit to hear any sound)

I believe that it may be the cyro-fit crown or the steer tube, but really it could be anything (possibly unrelated to the fork at all)

Any suggestions?

Those forks are known to be the worst offenders when it comes to creaking.

How long have you had it?

Maybe send it in to Norco and try for an 04?

it could be an ovalized head tube. Maybe. Or maybe it is defective.

I don't believe it would be an ovalized head tube, as the turning of the handlebars wouldnt cause that cracking noise would it?

Well it sounds to me like the creaking of a loose pressfit. You said that you just replaced your headset, it your headtube ovalized? If not, then that leaves the interface between the steerer and the crown, and the ones between each stantion (upper) and the crown. I suspect it is coming from the fork though, as an ovalized headtube wouldn't creak when the bars are twisted.
If it is the fork then it means that a slight amount of play has developed in the cryofit and grit has worked it's way in, causing the noise. If the fork is fairly new you may be able to get your steerer/crown/stantions replaced under warranty.

edit: I left this and come back to it as I was typing, the previous posts pretty much answer your question

Yes, it would, if the crown starts to separate from the stanchions. Happened to a fork I have, and I had it re-bonded.

If the crown starts to separate from the stanchions, how would that mean it's an ovalized headtube?

I looked at your video... It's not your headset. It's the fork. Twisting the fork up like that won't make a headset creak. It could be the axle, but I've seem more that a couple of those things that creak like crazy. Most of the time it's coming from the crown.

Well Marzocchi warranty the fork if it's making creaking noises? or only if it is broken? (it's a fairly new fork, got it in July)

Yes, they will warranty it. Crown separation is a known issue.

Have your LBS send it in. And I'd suggest you do it sooner than later.
