norco team trials frame

Hey this isn't mitch it is his friend i'm getting my login when i get home but i was just woundering if ne body knows if getting my brake mounts rewelded to fit a 24" wheel with rim brakes on the rear or a norco team trials will weeken the frame ? thanks :???:
