Is it the axle that is coming loose or is there actual play in your bearings?

I suspect it's your axle that is not tightened down evenly. Try undoing all of the bolts that attach your bolts to the fork. Then, do up the bolts evenly making sure to alternate tightening bolts on both sides of the axle. This shold make your bolts tightened down evenly and securely.

If there is still play, swing it by your lbs to have a look.

if you tighten the hub tightening device or whatever it is and it still is loose, than you need to take your bike in and get the hub rebuilt.

20mm hubs dont use cones.

shivers tend to work their way through cartridge bearings faster than other big forks, due to the fact that more stress is placed on the axle to negate lost stiffness from lack of arch.
